The Otemon gate is one of several gates into the East Garden of the Imperial palace. The gate was destroyed in WWII, but reconstructed later to look exactly like the original. Easiest access is from the Otemachi metro station.
Although it was destroyed during WWII, the gate was rebuilt in 1967 and currently houses a photo gallery of before-and-after shots of the Imperial Castle.
